Synopsis As Introduced Amends the Illinois Highway Code and the Illinois Underground Utility Facilities Damage Prevention Act. Provides that after the effective date all fiber-optic network conduit installed as new or replacement underground fiber-optic network conduit pursuant to specified provisions of the Illinois Highway Code must be marked with detectable underground warning tape that is able to be traced by inductive locating. Requires that the marking shall be a minimum of 6 inches and be buried as close to the ground surface as possible, or between 4 and 6 inches deep. Provides that the warning tape shall be American Public Works Association color-coded to match the type of utility line it is protecting.
Deletes everything after the enacting clause. Amends the Emergency Telephone System Act. In a provision prohibiting the installation of or connection to a telephone company's network of any automatic alarm, automatic alerting device, or mechanical dialer that causes the number 9-1-1 to be dialed in order to directly access emergency services, provides an exemption for certain devices used to enable access to the 9-1-1 system for cognitively-impaired, disabled, or special needs persons in an emergency situation reported by a caregiver after initiating a missing person's report. Amends the Township Code. Provides that certain notice and competitive bidding procedures may be, but need not be, followed if the township or road district property is leased for a wireless telecommunications tower. Effective immediately.
