Synopsis As Introduced
Amends the Illinois Banking Act. Creates an exception in a provision prohibiting the Director of Financial and Professional Regulation of the Division of Banks and Real Estate, his or her deputies, and employees of the Division of Banks and Real Estate of the Department of Financial and Professional Regulation (was the Commissioner, deputy directors, and employees of the Office of Banks and Real Estate) from obtaining a loan from an entity regulated by the Act by permitting an employee of the Division to obtain a loan from a regulated entity if the loan was not offered with the intent to influence the performance of the employee's official duties and if the loan qualifies within other exceptions under federal law. Effective immediately.

Deletes everything after the enacting clause. Amends the Credit Card Issuance Act. Prohibits the issuer of a credit card from including in the issuer's credit card contract or agreement a universal default clause that increases the interest rate upon the holder of the credit card for a late payment to another credit card issuer or creditor. Defines "universal default clause". Amends the Interest Act. Provides that, in the case of any credit card account under a revolving credit arrangement containing a universal default provision, no increase in the annual percentage rate of interest, applicable to the account or any portion of an outstanding balance on the account may be made to a credit card account because the holder is late with a payment to another credit card issuer or creditor.

Replaces everything after the enacting clause. Amends the Alternative Gas Supplier Law of the Public Utilities Act. Adds a definition of "sales agent" and makes changes in the definition of "small commercial customer". Makes changes in provisions concerning certification of alternative gas suppliers, obligations of alternative gas suppliers, the Illinois Commerce Commission's oversight of services provided by gas suppliers, and consumer education. Adds provisions concerning material changes in business and managerial resources. Amends the Consumer Fraud and Deceptive Business Practices Act. Adds provisions to the Act concerning the business practices of alternative gas suppliers. Effective immediately.
