Synopsis As Introduced
Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person employed as a medical assistant by a physician licensed to practice medicine in all its branches from assisting the physician in the practice of electrology (now, nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from providing electrology services), and that the Act does not authorize an unlicensed person to provide electrology services.

Adds reference to:
225 ILCS 60/3.5

Deletes everything after the enacting clause. Amends the Medical Practice Act of 1987. Provides that nothing in the Act shall be construed to limit the right of persons licensed under the Act to delegate tasks or duties to licensed or unlicensed personnel who have the training or experience to perform the tasks or duties so delegated. Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from being delegated tasks or duties for which he or she has the training or experience to perform (instead of from providing electrology services).

Replaces everything after the enacting clause. Creates the Clean Coal Development Program Law as a new Article in the Public Utilities Act. Provides that each participating electric utility shall purchase electric capacity and associated energy from the owners, lessees, or operators of clean coal projects pursuant to service agreements in accordance with specified provisions. Contains provisions concerning the characteristics of the wholesale sales tariff. Contains provisions concerning the disposition of capacity and energy. Contains provisions concerning pass-through of clean coal development benefits and costs. Contains provisions concerning (1) affiliate transactions, (2) certificates of convenience and necessity, and (3) termination mechanisms. Contains provisions concerning the participation by a FutureGen demonstration project. Effective immediately.
