Synopsis As Introduced Amends the Higher Education Student Assistance Act. Provides that all scholarships administered by the Illinois Student Assistance Commission must be decoupled from any federal restriction that denies financial assistance to persons who have been convicted of drug offenses, and provides that anyone who has been denied financial assistance before the effective date of the amendatory Act is entitled to reapply for the scholarship if the denial was due to the federal restriction. Effective immediately.
