Synopsis As Introduced
Amends the Counties Code and the Illinois Municipal Code. Makes technical changes in Sections concerning community television systems.

Senate Committee Amendment No. 1
Deletes reference to:
55 ILCS 5/5-1095
65 ILCS 5/11-42-11
Adds reference to:
720 ILCS 5/16-20

Deletes everything. Amends the Theft Article of the Criminal Code of 1961. Provides that a person commits a Class 4 felony if (i) the person modifies, alters, programs or reprograms a communication device either: for the commission of a theft of a communication service or to receive, disrupt, transmit, decrypt, or acquire, or facilitate the receipt, disruption, transmission, decryption or acquisition, of any communication service without the express consent or express authorization of the communication service provider; or to conceal or to assist another to conceal from any communication service provider or from any lawful authority the existence or place of origin or destination of any communication; and (ii) the person engages in the conduct for the purpose of, and with the intention of, substantially disrupting and impairing the ability of a communication service provider to deliver communication services to its lawful customers or subscribers. Effective immediately.
