Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that the Secretary of State must require a driver who was involved in an accident that caused injury or death to a pedestrian to retake the examination required for issuance of a driver's license. A person's refusal to submit to or failure to successfully complete the examination is grounds for suspension or cancellation of the person's license or permit.

House Committee Amendment No. 1
Provides that the driver is required to retake the examination only if he or she has been determined to have been at fault in the accident, as evidenced by the issuance of a Uniform Traffic Citation.

 Pension Note (Economic and Fiscal Commission)
 House Bill 4920, as amended by House Amendment 1, would not impact any public pension fund or retirement system in Illinois.

 State Debt Impact Note (Economic and Fiscal Commission)
 Would not affect the level of State indebtedness.

 Fiscal Note (Secretary of State)
 Estimated fiscal impact of $218,000 in the first year and $200,000 thereafter.
