Synopsis As Introduced
Amends the Illinois Public Aid Code. Provides that TANF may be paid for no more than 6 months on behalf of a person under 18 who has never married and who has a child or is pregnant, unless the person resides with a parent or in another specified living arrangement (instead of providing that no aid may be paid on behalf of such a person). Eliminates a provision authorizing the Department of Human Services to adopt rules setting forth criteria under which an assistance unit is ineligible for TANF for a specified number of months due to the receipt of a lump sum payment. Eliminates provisions concerning a prohibition on an increase in TANF aid solely on account of the birth of a child. Effective immediately.

Deletes everything. Amends the Illinois Public Aid Code. In provisions concerning the amount and nature of financial aid under the TANF program, eliminates provisions concerning a prohibition on an increase in TANF aid solely on account of the birth of a child. Effective immediately.

 Fiscal Note (Department of Human Services)
 Based on the actual assistance the children who are currently ineligible would have received, the projected caseload estimates that this change in policy will cost an estimated $5.6 million in 2004. DHS would also have to be committed to providing for children in future years that would be excluded.

House Floor Amendment No. 2
Restores provisions of current law providing that a family receiving TANF shall not receive any increase in the amount of aid solely on account of the birth of a child. Provides that those provisions do not apply to affect the monthly assistance amount of any family as a result of the birth of a child on or after January 1, 2004. Provides that as resources permit after January 1, 2004, the Department of Human Services may cease applying those provisions to limit assistance to families receiving TANF assistance on January 1, 2004, with respect to children born prior to that date. Provides that in any event, those provisions limiting assistance shall be completely inoperative on and after July 1, 2007.
