Synopsis As Introduced
Amends the Children and Family Services Act. Provides that any grandparent of a child whose parents no longer have custody of the child and who is also acting as the foster parent of that child is entitled to full financial assistance for foster care, whether or not the grandparent has been licensed as a foster parent. Requires the Department of Children and Family Services to create a support program, including case management services and legal assistance, for grandparents acting as foster parents. Effective July 1, 2003.

 Fiscal Note (Department of Children and Family Service)
 The Department of Children and Family Services cannot state a maximum cost, but can calculate the minimum anticipated costs. The actual cost will definitely be greater. The increased cost to the Department is at least $137,491,776 per year. The net increase to the state is $121,363,452, because the cost decreases when current TANF payments are netted out.
