Synopsis As Introduced
Amends the Illinois Guaranteed Job Opportunity Act. Provides that the Secretary of Human Services (now, the Director of Labor) shall administer the Act. Deletes provisions establishing district executive councils, calculating the allocation of funds to each district, and granting specific administrative authority under the Act. Provides that grants may be funded from State and federal sources. Provides that the Department of Human Services may accept applications and issue grants for the operation of projects subject to the availability of State or federal funds and at the discretion of the Secretary. Deletes provisions requiring basic reading and writing testing, counseling, and instruction. Provides that a participant in a job project who has not completed high school may, if appropriate, enroll in an education program and may, if appropriate, enroll in an English as a Second Language program. Deletes provisions requiring that participants receive employment benefits. Changes certain eligibility requirements and wage standards for participants in the job projects. Provides that no eligible participant employed in a job project may be employed on the project for less than 30 hours per week (now, more than 32 hours per week). Makes other changes. Effective July 1, 2003.

 Fiscal Note (Department of Human Services)
 HB 2598 is subject to appropriations. Due to the current state of the budget, it is unlikely that DHS will be able to fund the substantial costs of this project in FY 04.

House Floor Amendment No. 1
Amends the Illinois Guaranteed Job Opportunity Act. Provides that, subject to appropriation, the Department of Human Services may select one small project to pilot a subsidized employment to Temporary Assistance for Needy Families (TANF) program for a period of not more than 6 months. Allows the Department to refer TANF participants to certain subsidized employment programs.
