Synopsis As Introduced
Amends the Children and Family Services Act and the Emancipation of Mature Minors Act. Changes the short title of the latter Act to the Emancipation of Minors Act. Provides for the partial emancipation of homeless minors. Authorizes the Department of Children and Family Services to license youth transitional housing programs to provide services, shelter, or housing to homeless minors. Effective immediately.

House Committee Amendment No. 1
Provides that no petition may be filed for the partial emancipation of a homeless minor unless appropriate attempts have been made to reunify the homeless minor with his or her family through the services of a Comprehensive Community Based Youth Services agency (instead of through either a comprehensive community based youth services agency or through the services of a homeless youth service agency).
