Synopsis As Introduced
Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Provides that nothing in the Act shall be construed to apply to persons braiding hair using techniques and methods that originated in Africa. Removes braiding from the definition of the practice of cosmetology. Effective immediately.

House Committee Amendment No. 1
Deletes braiding from the definition of cosmetology. Defines the practice of hair braiding. Deletes reference to its African origins.

House Floor Amendment No. 4
Deletes reference to:
225 ILCS 410/1-11
Adds reference to:
225 ILCS 410/Art. IIIE heading new
225 ILCS 410/3E-5 new

Replaces everything after the enacting clause. Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Requires the registration of hair braiding shops. Provides that owners or operators of hair braiding shops must be licensed cosmetologists and persons employed as hair braiders must complete specified cosmetology instruction. Provides certain owners, operators, and persons employed as hair braiders with a period of 8 months from the effective date to complete the specified cosmetology instruction and provides certain owners and operators with an additional 16-month period to pursue the training needed for licensure. Effective immediately.
