Synopsis As Introduced
Amends the School Code. Provides that the History of the United States course required as a prerequisite to receiving a high school diploma must include a unit of instruction on civics. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2003.

 Fiscal Note (Illinois State Board of Education)
 No fiscal impact to the state. Most school districts already offer some form of instruction in civics in their secondary curricula and should be able to incorporate this requirement with existing staffing and resources.

 State Mandates Fiscal Note (Illinois State Board of Education)
 While House Bill 201 clearly creates a state mandate, it specifically amends the State Mandates Act to exempt the requirement from that Act. Further, state reimbursement appears to be unnecessary because the requirement merely imposes additional duties of a nature which can be carried out by existing staff and procedures at no appreciable net cost increase. Finally, even if there is a small net cost increase, it should not exceed the $1,000 threshold in the Mandates Act.
