Synopsis As Introduced
Amends the Illinois Act on the Aging. In provisions for a community care program of services to prevent unnecessary institutionalization of persons age 60 and older, provides that the Department on Aging's eligibility standards for the services must include a provision that, to be eligible for services, a person may not have assets totaling more than $20,000 if (i) the person is unmarried or (ii) the person is married and the person or the person's spouse meets certain criteria. Provides that if the person is married and the person's spouse does not receive community care services, the person may not have assets totaling more than the asset disregard amount used by the Department of Public Aid in determining eligibility for medical assistance under the Illinois Public Aid Code. Effective January 1, 2004.

 Fiscal Note (Department on Aging)
 House Bill 1254 amends the Illinois Act on the Aging to provide that the Community Care Program (CCP) non-exempt asset eligibility standard be increased from the current $10,000 limit to a $20,000 limit in non-exempt assets. Non-exempt assets are assets that are not specifically exempt per administrative rule. Exempt assets include such things as homestead property, household furnishings, clothing and personal effects. Utilizing census data for individuals 60-years and older, current CCP participation rates, and data on household financial assets, the Department estimates that between 3,500 and 5,800 individuals, with non-exempt assets between $10,000 and $20,000, would be eligible for the CCP. Based on an estimated average monthly per client spending, multiplied by twelve months, and multiplied by the additional CCP clients, generates an estimated annual expenditure increase of between $19.4 and $32.6 million in state general revenue funds.
