Synopsis As Introduced
Amends the Illinois Municipal Code. Provides that a municipality of any population (now, only a municipality of more than 112,000 population located in a county of less than 185,000 population) that has adopted a zoning ordinance and the county that adopted the zoning ordinance are not precluded from entering into an intergovernmental agreement that allows the municipality to exercise its zoning powers beyond its territorial limits. Effective January 1, 2004.

Senate Committee Amendment No. 1
Provides that if (i) a township has a plan commission, (ii) the county board and a municipality have entered into an intergovernmental agreement that allows the municipality to exercise its zoning power beyond its territorial limits, and (iii) the township plan commission objects to a zoning variation that affects an unincorporated area of the township, then, within 15 days after the public hearing before the board of appeals on the zoning variation, the township board of trustees may submit its written objections to the clerk of the municipality. Provides that if the written objections are filed, then the corporate authorities may not approve the zoning variation except by the favorable vote of 3/4 of all of the corporate authorities.

Deletes everything. Amends the Illinois Municipal Code. Provides that the corporate authorities of each municipality may provide for the extermination of pests (now, rats only). Defines "pests" to mean undesirable arthropods (including certain insects, spiders, mites, ticks, and related organisms), wood infesting organisms, rats, mice, birds, and any other obnoxious or undesirable animals. Repeals provisions of the Illinois Municipal Code concerning posting requirements of certain ordinances and resolutions. Effective January 1, 2004.
