Synopsis As Introduced
Amends the Illinois Drainage Code. Makes a technical change in a Section concerning names of districts.

Senate Committee Amendment No. 1
Deletes reference to:

Replaces everything after the enacting clause. Amends the Counties Code. Provides that the joint regional planning commission may acquire, by purchase, gift, or legacy, and hold real property for the purposes of the joint regional planning commission, and may sell and convey that property. Sets forth the contract requirements concerning the purchase of real property by the commission. Effective immediately.

Senate Floor Amendment No. 2
Further amends the Counties Code. Provides that the value of the real property shall be determined by a written appraisal performed by a State-certified real estate appraiser that shall be available for public inspection.

Replaces everything after the enacting clause. Amends the Property Tax Code. Provides that certain special purpose extensions made for road purposes in the first year after a township assumes the rights, powers, duties, assets, property, liabilities, obligations, and responsibilities of a road district are included in the taxing district's aggregate extension under the Property Tax Extension Limitation Law. Provides that, when a township assumes the rights, powers, duties, assets, property liabilities, obligations, and responsibilities of an abolished road district, the sum of the last preceding aggregate extensions for each taxing district shall be combined for the resulting merged or consolidated taxing district. Provides that whenever 2 or more taxing districts merge or consolidate, a referendum to establish a new levy shall not apply. Amends the Illinois Highway Code. Provides that, in townships located within Cook County, the township board of trustees shall determine the estimate of the levy for road purposes, and the township board of trustees shall levy and certify the county clerk the amounts necessary to be raised by the taxation for road purposes as determined by the township board of trustees on or before the last Tuesday of December. Effective immediately.
