Replaces everything after the enacting clause. Amends the Tri-City Regional Port District Act. Renames the Act to the America's Central Port District Act. Expands the geographical boundaries of the District. Expands the powers of the District concerning construction of property. Makes changes concerning the composition of the board. Makes other changes to be consistent with the renamed Act.
