Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill, but makes changes. Removes provisions requiring that the Capital Development Board adopt the International Energy Conservation Code every 3 years as minimum requirements for commercial buildings and every 6 years as the minimum and maximum requirements for residential buildings. Provides that, beginning January 1, 2012, the Board shall review and adopt (rather than, the Board shall review and consider adopting) the latest published edition of the Code within one year after its publication. Provides that the Code adopted in 2012 shall take effect on January 1, 2013. Removes a provision requiring the Department to make funds available for training builders to explain the requirements of the Code. Effective immediately.
Senate Floor Amendment No. 2 Further amends the Energy Efficient Building Act. Provides that, beginning on the effective date of the amendatory Act (rather than, beginning January 1, 2012), the Board shall review and adopt the International Energy Conservation Code within one year after its publication. Provides that, beginning January 1, 2012 (now, beginning on the effective date of the amendatory Act), the Code adopted in 2012 shall take effect on January 1, 2013.
