Replaces everything after the enacting clause. Amends the Electronic Products Recycling and Reuse Act. Makes changes in provisions concerning: legislative findings; definitions; responsibilities of manufacturers of certain electronic products; responsibilities of the collectors of those products; collection strategies for underserved counties; and State government procurement. Effective immediately.

Also makes changes in provisions concerning: statewide recycling and reuse goals; responsibilities of the Environmental Protection Agency; penalties; and a ban on the disposal of specified products in landfills. Repeals provisions concerning: statewide recycling or reuse goals for manufacturers and the determination of market shares and return shares. Effective immediately.

Also makes technical changes. Effective immediately.
House Floor Amendment No. 3 Provides that the penalty for allowing the disposal of one of the specified electronic devices by a non-residential consumer in a landfill is $500. Provides that the penalty for allowing the disposal of one of the specified electronic devices by a residential consumer in a landfill is a $25 for a first violation and $50 for a subsequent violation.
