Synopsis As Introduced
Amends the Rental Housing Support Program Act. In regard to the Illinois Housing Development Authority adopting rules on grant awards for affordable housing, removes a provision requiring the Authority to adopt a rule restricting local administering agencies and developers from using funding under the grant to develop or support housing that requires that a tenant has a particular diagnosis or type or presence of disability as a condition of eligibility for occupancy. Adds a severability clause. Effective immediately.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with the following changes and additions. Further amends the Rental Housing Support Program Act. Removes the bill's amendatory changes concerning local administering agencies and developers and instead provides that local administering agencies and developers may not use funding under the grant to develop or support housing that requires that a tenant has a particular diagnosis or type of disability (rather than type or presence of disability) as a condition of eligibility for occupancy unless the requirement is mandated by another funding source for the housing. Provides that local administering agencies and developers may use grant funding to develop integrated housing opportunities for persons with disabilities, but not housing restricted to a specific disability type. Effective immediately.
