Synopsis As Introduced
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning advising and counseling the Governor.

Replaces everything after the enacting clause. Amends the Grow Your Own Teacher Education Act. Provides that the Grow Your Own Teacher Education Initiative shall help to create a statewide pipeline of teachers who are likely to become effective teachers (instead of requiring the Initiative to effectively recruit and prepare parent and community leaders and paraeducators to become effective teachers statewide). Removes language that provides that the goal of the Initiative is to add 1,000 teachers to low-income, hard-to-staff Illinois schools by 2016. Changes the term "paraeducator" to "para educator". Changes references from "State Board" (defined as the Board of Higher Education) to "Board of Higher Education". Removes provisions concerning the transfer of powers and duties from the State Board of Education to the Board of Higher Education that was made on July 1, 2010. Provides that a consortium shall recruit potential candidates for the Grow Your Own Teacher preparation program and shall take into consideration specified traits when selecting a candidate (instead of setting forth the qualifications that a candidate in a program under the Initiative must meet). Removes certain provisions concerning implementation of the Initiative.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the contents of the bill as engrossed with the following changes. Deletes the requirements that, when selecting a candidate for a Grow Your Own Teacher preparation program, a consortium take into consideration whether the candidate possesses a passion for children and teaching and communicates effectively with students, parents, and others. Requires a consortium to take into consideration whether the candidate demonstrates commitment to the program by (i) maintaining a cumulative grade point average of at least a 2.5 on a 4.0 scale, (ii) attending monthly cohort meetings, and (iii) applying for financial aid from all other financial aid resources before applying for assistance from the program. Makes other changes.
