Synopsis As Introduced Amends the Health Care Justice Act. Changes the short title to the Health Care Justice Implementation Act of 2011. Provides that the mission goals of the Health Care Justice Implementation Task Force are to monitor the implementation of the federal health care reforms and make recommendations, report concerning additional reforms needed to ensure affordable health care, assess current programs, and issue recommendations concerning the implementation of a statewide health insurance plan offered by the State. Contains provisions concerning reports, public hearings, and research assessments. Repeals provisions concerning the Task Force's final report and further legislative actions. Effective July 1, 2011.

The Department of Healthcare and Family Services estimates that the program of benefits described in HB 223 (H-AM 1) could cost $3.5-$5 billion on an annual basis and full enrollment. Between 35%-45% of the cost will be funded by the federal government due to the Medical Assistance expansion under the Affordable Care Act (ACA). Other service costs may also receive federal assistance, but that value cannot be determined at this time. Please note this estimate does not include what is expected to be significant administrative costs necessary to enroll, implement, and manage said program expansion.
House Floor Amendment No. 2 Provides that the Illinois Health Insurance Plan shall provide coverage for habilitative services and preventative services.
