Synopsis As Introduced Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Provides that an individual or group policy of accident and health insurance or managed care plan must provide coverage for intravenous feeding. Amends the State Mandates Act to require implementation without reimbursement by the State.
Replaces everything after the enacting clause with the bill as introduced and the following changes. Further amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide that an individual or group policy of accident and health insurance or managed care plan that provides coverage for prescription drugs must provide coverage for reimbursement for medically appropriate prescription nutritional supplements when ordered by a physician licensed to practice medicine in all its branches and the insured suffers from a condition that prevents him or her from taking sufficient oral nourishment to sustain life.
House Committee Amendment No. 2 Provides that accident and health insurance and managed care plans that provide coverage for prescription drugs must provide coverage for reimbursement for medically appropriate prescription nutritional supplements, limited to those products that are issued only by a physician's written order, when ordered by a physician (instead of coverage for reimbursement for medically appropriate prescription nutritional supplements when ordered by a physician).
House Committee Amendment No. 3 Further amends the Illinois Insurance Code to change the title of the new provision concerning intravenous feeding to nutritional support and hydration. Sets forth legislative findings concerning people who are physically unable to swallow, digest, or absorb food and fluids taken by mouth. Provides that an individual or group policy of accident and health insurance or managed care plan must provide coverage for intravenous feeding and for enteral or tube feeding (instead of intravenous feeding). Provides that "enteral or tube feeding" means the process by which nutritional formulas are delivered via a tube into the digestive tract.
