Amends the Interstate Library Compact Act. Makes a technical change in a Section concerning the compact administrator.

Deletes everything after the enacting clause. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to establish and maintain, on its Internet website, an electronic searchable database that provides information regarding grants that are awarded by the Department. Sets forth the required contents of that database.

Deletes everything after the enacting clause. Creates the FY2008 Budget Implementation Act. Makes changes in State programs that are necessary to implement the FY2008 Budget. Effective immediately.

Governor Amendatory Veto Message
In the State Finance Act, recommends that the limit on Road Fund moneys that may be appropriated to the Department of State Police in fiscal year 2008 be increased from $97,313,000 to $106,100,000. In the School Code, recommends changes to reimbursement amounts for activities related to special education.
