Synopsis As Introduced
Creates the Underground Aggregate Blasting Act. Provides for the regulation of blasting operations at underground mining sites operated by the aggregate mining industry by the Department of Natural Resources. Sets forth provisions concerning blasting operations and regulation; entry upon land for inspection; new mines and the provision of notice; and administration. Preempts home rule. Effective immediately.

Senate Committee Amendment No. 2
Provides that the power and authority granted to the Department of Natural Resources to carry out and administer the provisions of the new Act are subject to appropriation. Adds a Section allowing the provisions of any ordinance or resolution adopted by a unit of local government or any agreement entered into between the operator of an underground aggregate mine and a unit of local government before the effective date of the Act that concern the times during which blasting operations are permitted within the unit of local government to remain in full force and effect until such time as the ordinance or resolution is repealed or the agreement is mutually rescinded. Removes the immediate effective date.
