Synopsis As Introduced
Amends the Chicago School District Article of the School Code. Provides that each year, 2 months prior to the district's September student membership survey, (1) the maximum number of students assigned to each teacher who is teaching courses in public school classrooms for prekindergarten through grade 3 may not exceed 18 students; (2) the maximum number of students assigned to each teacher who is teaching courses in public school classrooms for grades 4 through 8 may not exceed 22 students; and the maximum number of students assigned to each teacher who is teaching courses in public school classrooms for grades 9 through 12 may not exceed 25 students, which maximums must be maintained after the September student membership survey. Sets forth exceptions and provisions concerning the annual calculation of class size measures, reporting on class size, an implementation plan and schedule, and imposition of a civil penalty. Effective immediately.

Deletes everything after the enacting clause. Amends the School Code. Creates a pilot, grade 6 through 8, class-size-reduction grant program, to be implemented and administered, subject to appropriation, by the Chicago Board of Education. Sets forth which types of schools are eligible to participate in the program, with a maximum of 18 schools participating. Provides that, subject to appropriation, the program shall begin at the start of the 2012-2013 school year and shall terminate at the end of the 2014-2015 school year. Provides that pilot school teachers assigned to grades 6 through 8 for core-content subjects shall have a maximum of 22 students assigned to their classes during the term of the program. Contains provisions concerning a method for selecting schools that will participate in the program, a method for measuring student learning and achievement for students in grades 6 through 8 at pilot schools, reporting the aggregate student learning and achievement measures for students in grades 6 through 8 at pilot schools to the General Assembly, and the Illinois Educational Labor Relations Act. Effective immediately.

Senate Floor Amendment No. 2
Provides that the class-size-reduction grant program shall be implemented and administered by the Chicago Board of Education, subject to State appropriation and full receipt of the State-appropriated funds (instead of implemented and administered, subject to appropriation, by the Board).
