Synopsis As Introduced
Amends the Criminal Code of 1961. Provides that it is a Class A misdemeanor to perform or offer to perform scleral tattooing upon a person. Exempts from a violation of this provision an act of a physician licensed to practice medicine in all its branches performed in the course of practice of the physician according to the customs and standards of the practice of medicine. Defines "scleral tattooing".

Corrects a typographical error in the bill.

Further amends the Criminal Code of 1961. In the cyberstalking statute, changes the definition of "electronic communication". Amends the Harassing and Obscene Communications Act. Changes the definition of "electronic communication". Provides that harassment through electronic communications also includes the use of electronic communication for transmitting an electronic communication which is obscene with an intent to offend that is motivated by the actual or perceived race, color, creed, religion, ancestry, gender, sexual orientation, physical or mental disability, or national origin of another individual or group of individuals, or other distinguishing personal characteristics.

House Floor Amendment No. 2
Provides that the new provision relating to harassment through electronic communications also consists of transmitting an electronic communication with an intent to abuse, threaten, offend, or harass that is motivated by the actual or perceived race, color, creed, religion, ancestry, gender, sexual orientation, physical or mental disability, or national origin of another individual or group of individuals, or other distinguishing personal characteristics. Deletes provision that communication must be obscene.

House Floor Amendment No. 3
Deletes "offend" from the provision that prohibits transmitting an electronic communication with an intent to abuse, threaten, or harass that is motivated by the actual or perceived race, color, creed, religion, ancestry, gender, sexual orientation, physical or mental disability, or national origin of another individual or group of individuals, or other distinguishing personal characteristics.
