Replaces everything after the enacting clause. Amends the Criminal Identification Act. Requires collection of ethnic and racial data on each person arrested. Also, requires collection of ethnic and racial data of each person committed to the Department of Corrections and the Department of Juvenile Justice at each of the following criminal justice contact points: arrest, referral, diversion, detention, petition, delinquency findings, probation, secure confinement, and transfer of juvenile to adult court. The data is to be included in Department of Correction or Department of Juvenile Justice records. Provides procedures for collection of the data. Amends the Illinois Uniform Conviction Information Act and the Illinois Criminal Justice Information Act. Includes the collected ethnic and racial data as criminal history record information under the Illinois Uniform Conviction Information Act and the Illinois Criminal Justice Information Act. Requires the annual report of the Department of Corrections to the Governor and General Assembly to include the ethnic and racial background data, not identifiable to an individual, of all persons committed to the Department, its institutions, facilities, and programs. Effective July 1, 2014.

House Floor Amendment No. 2
Revises the ethnic and racial data collection provisions. Requires collection of ethnic and racial data on each adult or juvenile arrested at the following points of contact: (1) at arrest or booking by the supervising law enforcement agency; (2) upon imprisonment in the Department of Corrections or the Department of Juvenile Justice; and (3) upon transfer from the Department of Juvenile Justice to the Department of Corrections. Provides procedures for collection of the data. Changes effective date to January 1, 2015.
