Replaces everything after the enacting clause. Amends the Illinois Insurance Code. Provides that companies that issue, deliver, amend, or renew individual or group policies of accident and health insurance on or after the effective date of the amendatory Act must accommodate confidential communications requests by a covered person under a policy. Requires that companies not reveal communications concerning confidential services subject to a confidential communications request to policyholders or others. Provides that companies shall notify covered individuals of their rights under the Section. Requires that the companies develop policies to receive confidential communications requests and to implement those requests. Provides that the Department of Insurance shall develop a standardized form to make confidential communications requests. Provides that the Department shall work with companies and other stakeholders to develop systems to protect the confidentiality of personal health information and for other purposes. Provides that the provisions do not apply to short-term travel, disability income, long-term care, accident only, and limited or specified disease policies. Makes conforming changes in the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act.
