Synopsis As Introduced
Requires the Governor and the Department of Public Health to provide full disclosure of how the current appropriations to the Illinois Regenerative Medicine Institute are being spent and upon awarding the grants, disclose all information regarding the grantees, the process by which these grantees were selected, as well as the information on those grant applications that were rejected and the reasons why those applications were rejected; disclose any and all other information pertinent to the status and operation of the Institute; and to require any future appropriation to the Institute to be approved by the General Assembly as a stand alone appropriation.

House Committee Amendment No. 1
Replaces everything. Reinserts the provisions of the Resolution with these changes: (1) urges (rather than requires) the Governor and the Department of Public Health to provide full disclosure of how the current appropriations for the Illinois Regenerative Medicine Institute (IRMI) are being spent; (2) urges (rather than requires) the Governor and the Department of Public Health, upon awarding the grants, to disclose all information regarding the grantees, the process by which these grantees were selected, as well as the information on those grant applications that were rejected and the reasons why those applications were rejected; (3) urges (rather than requires) the Governor and the Department to disclose any and all other information pertinent to the status and operation of the Institute, including, but not limited to, the oversight and reporting processes in place; (4) deletes provision that any future appropriations to the Department of Public Health for the purposes of the Institute must be approved by the General Assembly in a stand alone appropriation; and (5) changes various whereas clauses to acknowledge that the Department of Public Health has awarded grants to eligible entities on April 24th.
