Synopsis As Introduced
Amends the School Code. Makes technical changes in a Section concerning teacher certification.

Deletes everything after the enacting clause. Amends the Children with Disabilities Article of the School Code. Provides that each school district that operates a high school must have a policy and procedures that allow a child with a disability who will have completed 4 years of high school at the end of a school year to participate in the graduation ceremony of the student's high school graduating class and receive a certificate of completion if the student's individualized education program prescribes special education, transition planning, transition services, or related services beyond the student's 4 years of high school. Provides for notification about the policy and procedures. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Further amends the School Code. Makes changes to the ballot formats used to elect school board members. Provides that a canvass of the votes at an election shall be made within 21 (instead of 7) days after the election.

Further amends the School Code. With regard to provisions concerning the enrollment of pupils below or above the compulsory school age, makes changes so that the provisions as amended by P.A. 93-803 and the provisions as amended by P.A. 93-858 are the same. Provides that a school district shall deny reenrollment in its secondary schools to any child 19 years of age or above who has dropped out of school and who could not, because of age and lack of credits, attend classes during the normal school year and graduate before his or her 21st birthday. Provides that a school or school district may deny enrollment to a student 17 (instead of 16) years of age or older for one semester for failure to meet minimum academic or attendance standards if certain conditions are met. Provides that a regional superintendent of schools shall require a child to perform community service for being a truant only if age appropriate (at the discretion of the regional superintendent). Provides that students who are below the age of 20 years (instead of students who are no more than 18 years) are eligible to enroll in a graduation incentives program. Makes other changes. These provisions effective January 1, 2005.
