Synopsis As Introduced
Amends the Illinois Public Aid Code. Provides formulas for Medicaid reimbursement of ambulance service providers for emergency ambulance services, non-emergency ambulance services, mileage, advanced life support services, and specialty care transport services. Provides that the requirement for payment of ground ambulance services by the Illinois Department of Healthcare and Family Services is met if the services are provided pursuant to a request for evaluation, treatment, and transport for an individual with a condition of such a nature that a prudent layperson would have reasonably expected that a delay in seeking immediate medical attention would have been hazardous to life or health. Requires the Department to annually update the ambulance fee schedule rates on July 1 of each year. Makes other changes.

Replaces everything after the enacting clause. Amends the Excellence in Academic Medicine Act and the Hospital Provider Funding Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services may by rule determine a schedule of payments to be made to Chicago Medicare Metropolitan Statistical Area academic medical center hospitals and an independent academic medical center hospital that results in a more expeditious payment of the amounts due those hospitals under the Excellence in Academic Medicine Act. Provides that the Department may, for the purpose of maximizing federal revenue, accelerate the schedule upon which assessment installments under the Hospital Provider Funding provisions are due and payable by hospitals with a payment ratio greater than or equal to one. Adds purposes for which moneys may be disbursed from the Hospital Provider Fund, including (i) making payments to hospitals under other medical assistance programs administered by the Department and (ii) making transfers to the Healthcare Provider Relief Fund. Permits the Department to accelerate the payment schedule. Requires the Department to make a one-time Medicaid supplemental payment to hospitals for inpatient and outpatient services following specified payment methodologies, subject to federal approval. Provides that the provisions regarding Medicaid supplemental payments are repealed on July 1, 2011. Effective immediately.
