Synopsis As Introduced
Amends the Environmental Protection Act. Changes the categories of waste that qualify for exemptions from State and local tipping fees and Subtitle D management fees. Amends the Solid Waste Planning and Recycling Act. Requires each county to report its recycling and composting rate and its disposal rate to the Environmental Protection Agency. Establishes a recycling and composting goal that each county waste management plan must satisfy. Amends the Illinois Solid Waste Management Act. Authorizes the Department of Commerce and Economic Opportunity to prepare a resource management plan that contains certain information about recycling and composting in the State. Authorizes the Department to provide grants to counties, municipalities with a population of 1,000,000 or more, and municipal joint action agencies in order to help achieve the recycling and composting goals. Effective immediately.

Replaces everything after the enacting clause. Amends the Illinois Solid Waste Management Act. Creates the Solid Waste Reduction and Management Task Force to provide suggestions for more efficiently and effectively collecting, processing, and managing recyclable, reusable, and compostable materials that are currently disposed of as solid waste. Provides for the appointment of Task Force members. Authorizes the Task Force to meet before all of its members are designated. Requires the Task Force to report to the General Assembly and Governor. Repeals the provisions creating the Task Force one year after it reports to the General Assembly and Governor. Effective immediately.

House Floor Amendment No. 3
Replaces everything after the enacting clause. Amends the Illinois Solid Waste Management Act. Creates the Task Force on the Advancement of Materials Recycling to review the status of recycling and solid waste management planning in Illinois. Requires the Task Force to review the following topics: county recycling and waste management planning; current and potential policies and initiatives in Illinois for waste reduction, recycling, composting, and reuse; funding for State and local oversight and regulation of solid waste activities; funding for State and local support of projects that advance solid waste reduction, recycling, reuse, and composting efforts; and the proper management of household hazardous waste. Also requires the Task Force to evaluate the extent to which materials with economic value are lost to landfilling and to recommend ways to maximize the productive use of waste materials through efforts such as materials recycling and composting. Provides for appointments to the Task Force. Requires the Task Force to prepare a report that summarizes its work and makes recommendations resulting from its study and to report its findings and recommendations to the Governor and the General Assembly no later than 2 years after the effective date of the amendatory Act. Provides for the dissolution of the Task Force after it reports its findings.
