Amends the State Finance Act. Exempts the Underground Storage Tank Fund from the Act's administrative charge-back provisions. Effective immediately.

Further amends the State Finance Act to exempt the State's Attorneys Appellate Prosecutor's County Fund from the Act's administrative charge-back provisions.
