Synopsis As Introduced
Amends the General Obligation Bond Act. Increases by $1,100,000,000 the amount of General Obligation Bonds authorized for State or local highways, arterial highways, freeways, roads, bridges, and structures separating highways and railroads and roads and for grants to counties, municipalities, townships, or road districts for planning, engineering, acquisition, construction, reconstruction, development, improvement, extension, and all construction-related expenses of the public infrastructure and other transportation improvement projects related to economic development. Amends aggregate General Obligation Bond authorization amounts to reflect the $1,100,000,000 increase. Effective immediately.

 Correctional Note (Dept of Corrections)
 There are no penalty enhancements associated with this bill. The bill would have no fiscal or population impact on the Department of Corrections.

 State Debt Impact Note (Government Forecasting & Accountability)
 HB 3820 would increase general obligation bond authorization by $1.1 billion. Using a conservative 4.5% interest rate, a 25-year maturity and level principal payments, the bonds could increase total General Obligation debt by $1.744 billion with debt service payments ranging from $94 million - $46 million.

 This bill will not impact any public pension fund or retirement system in Illinois.

 No land conveyances are included in this bill; therefore, there are no appraisals to be filed.
