Synopsis As Introduced
Amends the Recyclable Metal Purchase Registration Law. Creates the Recyclable Metal Theft Task Force within the Department of State Police. Provides that the Task Force shall endeavor to establish a collaborative effort to combat recyclable metal theft throughout the State, assist in developing regional task forces to combat recyclable metal theft, and consider and develop long-term solutions for the rising problem of recyclable metal thefts in this State. Requires the Task Force to report annually to the Director of State Police.

House Committee Amendment No. 1
Replaces everything after the enacting clause with substantially similar provisions amending the Recyclable Metal Purchase Registration Law. Provides for the Recyclable Metal Theft Task Force to be created within the Office of the Secretary of State (instead of within the Department of State Police) and for the Secretary of State to provide administrative support. Makes changes concerning certain public members of the task force, and adds to the task force a representative of insurance companies offering homeowners insurance. Provides for an annual report to the Secretary of State.

House Floor Amendment No. 2
Replaces references to the Secretary of State with the Department of Financial and Professional Regulation, so that the Recyclable Metal Theft Task Force is created within the Department of Financial and Professional Regulation. Adds a member of the Task Force representing rural electric cooperatives in Illinois. Adds a member of the Task Force appointed by the Secretary of Financial and Professional Regulation. Provides that instead of the Secretary of State, the Task Force shall report its findings to the Department of Financial and Professional Regulation, the General Assembly, and the Governor.

Amends the Currency Exchange Act. Provides that a currency exchange may cash any check regardless of the date imprinted on the check. Authorizes a currency exchange to engage in prepaid wireless phone transactions, applications for utility services, and advertising. Provides that address requirements may be met with letter of intent to lease. Limits bond coverage to certain liabilities arising in the ordinary course of business. Provides that bonds do not cover money orders issued by a currency exchange for its own account. Defines the term "controlling person".

Senate Floor Amendment No. 4
Changes the authority of currency exchanges to engage in certain transactions concerning utilities to provide that a currency exchange may prepare and transmit consumer requests and applications for the supply of electric service from an alternative retail electric supplier. Provides that the Commerce Commission shall issue applicable rules. Defines terms.
