Amends the Illinois Public Aid Code. Provides that it shall be the policy of the Department of Human Services to provide TANF aid to all qualified persons who seek assistance and to conduct outreach efforts to educate the public about the program. Makes changes concerning the disregard of earned income. Requires that financial aid be provided no more than 15 days after the date of application. Requires that an applicant undergo a thorough employability assessment within the first 30 days after the date of application for aid. Replaces the definition of "domestic or sexual violence"; provides that "domestic or sexual violence" means domestic violence, sexual assault, or stalking, and defines each of those terms. Provides that domestic or sexual violence may occur through electronic communication, and defines that term. Provides that for purposes of eligibility for Temporary Assistance for Needy Families (TANF), the Department of Human Services shall disregard all earned income (instead of all income) between the grant amount and 50% of the Federal Poverty Level. Provides that the Department shall provide financial aid no more than 30 (instead of 15) days after the date of application; deletes a provision concerning an applicant's certification of certain information. Modifies a citation of a federal statute.
