Synopsis As Introduced
Amends the Illinois Insurance Code. Adds a caption to a Section concerning the insurability of newborns.

 Fiscal Note (Admin Office of the Illinois Courts)
 As amended by HA1 & 2, will have no fiscal impact on the judicial branch of state government, however, reporting requirements imposed on the circuit clerks by section 305 of the bill and section 320 will have some fiscal impact on the circuit courts. The dollar amount of fiscal impact cannot be determined, because the scope of the reporting requirement is unknown.

 Judicial Note (Admin Office of the Illinois Courts)
 As amended by HA1 & 2, it may create a minimal increase in judicial workloads. However, the bill would not increase the number of judges needed in the state.

 State Debt Impact Note (Economic and Fiscal Commission)
 As amended by HA1 & 2, would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore would not affect the level of State indebtedness.

 Pension Note (Economic and Fiscal Commission)
 As amended by HA1 & 2, does not amend the Pension Code and would not affect employees covered by any Illinois public pension fund or retirement system.

 Housing Affordability Impact Note (Housing Development Authority)

Deletes everything after the enacting clause. Amends the Illinois Insurance Code relating to medical liability insurance risk plans by making changes and additions concerning rate filings, deductibles, payment of premiums in installments, rate compression, and other matters. Provides that the Director of Insurance shall establish a Professional Liability Insurance Resource Center on the web. Requires medical liability insurers, circuit clerks, and others to submit information concerning medical liability claims and cases to the Department of Insurance. Makes other changes. Amends the Code of Civil Procedure. Provides for itemized verdicts in cases where damages for bodily injury or death are assessed and in healing art malpractice cases. Provides standards for economic and non-economic damages. Changes the definitions of "economic loss", "non-economic loss", and "healing art malpractice". Adds a definition of "compensatory damages". Contains an inseverability clause. Effective immediately.
