Amends the Military Code of Illinois. Makes a technical change in a Section creating the Department of Military Affairs.

Deletes everything. Amends the Deposit of State Moneys Act. Provides that the State Treasurer may not deposit moneys in any financial institution that imposes a fee on consumers who are on active duty with any reserve component of the armed forces for usage of a terminal, as defined in the Electronic Fund Transfer Act, or imposes a fee for the establishment or maintenance of a checking account; provides that an institution approved as a depositary shall be disqualified upon failure to pledge not to charge such fees or upon failure to waive such fees. Amends the State Treasurer's Bank Services Trust Fund Act. Provides that the State Treasurer may not enter into a banking service agreement with a financial institution that imposes such fees on consumers who are on active duty with any reserve component of the armed forces or that fails to pledge not to charge such fees or fails to waive such fees. Amends the Electronic Fund Transfer Act. Provides that a person operating a terminal must disclose, in order to participate in certain State programs, a schedule of fees for use of the terminal. Amends the Illinois Human Rights Act. Provides that the term "military status" includes status as a member in any reserve component of the armed forces. Effective immediately.
