Deletes everything after the enacting clause. Amends the Illinois Public Accounting Act. Sets forth a provision concerning substantial equivalency, which affords individuals who meet certain qualifications practice privileges in the State, whether in person or by mail, telephone, or electronic means, without the requirement of licensure or registration under the Act. Removes a provision prohibiting a person from holding himself or herself out as a registered certified public accountant without being registered under the Act and from using or incorporating the title "certified public accountant" without being licensed or registered under the Act. Makes changes to provisions concerning qualifications for licensure and additional requirements for firms. Makes a technical change in a Section concerning contributory fault. Makes other changes. Repeals a Section concerning temporary practice under the Act. Effective January 1, 2008.

Senate Floor Amendment No. 2
In the Section concerning substantial equivalency, provides that practice privileges granted shall be those of a person licensed under the Illinois Public Accounting Act as a licensed certified public accountant (instead of a certified public accountant). Provides that an individual licensee of another state (instead of just an individual) who is exercising the privilege afforded under the Section and the CPA firm that employs such individual, as a condition of the grant of practice privileges, simultaneously consents to certain conditions, including the appointment of the state board that issued the individual's or the CPA firm's license as the agent upon which process may be served in any action or proceeding by the Department of Financial and Professional Regulation against the individual (instead of requiring the issuing state board's consent for the appointment). Provides for the imposition of a civil penalty upon any person who holds himself or herself out to the public as a certified public accountant (instead of a licensed certified public accountant) in this State by using a certain title, abbreviation, or any words or letters that indicate such.
