Synopsis As Introduced
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Deletes reference to:
105 ILCS 5/1-2
Adds reference to:
105 ILCS 128/15
105 ILCS 128/20

Replaces everything after the enacting clause. Amends the School Safety Drill Act. Provides that evacuation incidents may include suspicious persons. With respect to law enforcement drills, provides that evacuation or reverse-evacuation incidents shall include a shooting incident (instead of providing that evacuations incidents may include without limitation shooting incidents, bomb threats, suspicious persons, and incidents involving hazardous materials). Provides that during each academic year, schools must conduct a law enforcement drill to address a school shooting incident (instead of to address incidents, including without limitation reverse evacuations, lock-downs, shootings, bomb threats, or hazardous materials). With respect to law enforcement drills, requires (instead of allows) a local law enforcement agency to actively participate on-site in a drill. Effective immediately.

Senate Floor Amendment No. 2
Deletes everything after the enacting clause. Reinserts the bill as amended by Senate Amendment No. 1 with the following changes. Deletes the requirement that a local law enforcement agency must actively participate on-site in a drill. Provides instead that all law enforcement drills must be conducted at each school building that houses school children. Provides that the school administrator and local law enforcement agency shall set, by mutual agreement, a date for the law enforcement drill. Provides that the drill shall require the on-site participation of the local law enforcement agency and that if a mutually agreeable date cannot be reached between the school administrator and the appropriate local law enforcement agency, then the school shall still hold the drill without participation from the agency. Requires the appropriate local law enforcement official to notify the school in a timely manner of any deficiencies noted during the drill.
