Synopsis As Introduced Amends the Public Utilities Act. Creates the Broadband Advisory Council Article in the Act. Creates the Broadband Advisory Council to explore ways to expand broadband access throughout the State, including unserved and underserved areas. Provides that the Department of Commerce and Economic Development shall provide administrative, personnel, and technical support. Provides for the voting and nonvoting membership of the Council. Provides for the powers and duties of the Council. Provides that the Council shall report to the General Assembly annually concerning actions the Council took during the previous year.

Senate Floor Amendment No. 2 Provides that the Director of Commerce and Economic Opportunity shall serve as the Broadband Advisory Council's chair. Provides that all voting and non-voting members of the Council must be appointed within 90 days after the effective date of the Act. Provides that the members of the Council shall select a vice chair (rather than a chair and vice chair) from their number. Requires the Council to conduct its first meeting within 30 days after all members have been appointed and to meet quarterly. Provides that additional hearings and public meetings are permitted at the discretion of the members of the Council. Allows the Council to meet in person or through video or audio conference.
