Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that, unless some other speed restriction has been established under the Code, the maximum speed limit outside an urban district for a vehicle of the second division weighing 8,001 pounds or more is 60 (rather than 55) miles per hour. Provides that the Department of Transportation may not alter the speed limits on an access-controlled highway to exceed 60 (rather than 55) miles per hour for vehicles of the second division weighing 8,001 pounds or more. Effective January 1, 2009.

House Committee Amendment No. 1
Provides that the change in the speed limit for a vehicle of the second division weighing 8,001 pounds or more applies only to speed limits on interstate highways. Provides that restriction on the Department of Transportation for altering speed limits to 60 miles per hour for vehicles of the second division weighing 8,001 pounds or more applies on interstate highways.

House Committee Amendment No. 2
Further amends the Illinois Vehicle Code. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly’s discretion.
