Synopsis As Introduced
Amends the Educator Licensure Article of the School Code. Provides that a Professional Educator License with a National Board for Professional Teaching Standards designation shall be automatically renewed for a period of time equal to the remaining period of validity of the National Board for Professional Teaching Standards certification. Effective July 1, 2013.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Educator Licensure Article of the School Code with respect to the provisions concerning National Board for Professional Teaching Standards. Provides that any licensee holding a current National Board for Professional Teaching Standards (NBPTS) Master Teacher designation during any particular fiscal year shall complete a minimum of 5 hours of professional development, which may include providing professional development that aligns to NBPTS standards, for each year of the renewal cycle. Provides that a total of 50 hours of professional development per 5-year renewal cycle must be completed in order to renew a license. Effective July 1, 2013.

Replaces everything after the enacting clause. Amends the School Code to provide that any charter school located in a school district that contains all or part of a federal military base may set aside up to 33% of its current charter enrollment to students with parents assigned to the federal military base, with the remaining 67% subject to the general enrollment and lottery requirements. Provides that if a student with a parent assigned to the federal military base withdraws from the charter school during the course of a school year for reasons other than grade promotion, those students with parents assigned to the federal military base shall have preference in filling the vacancy. Effective July 1, 2013.
