Replaces everything after the enacting clause. Creates the FY2009 Budget Implementation (Spring Supplemental) Act to make changes necessary to implement the Governor's FY2009 supplemental budget recommendations. Amends the following Acts concerning federal stimulus money: State Finance Act (Drug Rebate Fund); Illinois Public Aid Code (Hospital Provider Fund); and Environmental Protection Act (Water Revolving Fund). Makes other changes. Amends the Regional Transportation Authority Act to provide that any vehicles purchased from funds made available to the Authority from the Transportation Bond, Series B Fund must incorporate clean/green technologies and alternative fuel technologies, to the extent practical. Effective immediately.

Amends the Department of Transportation law concerning diversity goals for IDOT construction projects and professional and artistic services selection committees. Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act to require the Department of Central Management Services to conduct a social scientific study to measure the impact of discrimination on minority and female business development and to report its findings and recommendations.
