Synopsis As Introduced
Amends various Acts relating to the governance of public universities in Illinois. Provides that the governing board of each public university shall, with respect to each campus of the university that administers a priority registration system, grant the same priority in that system as graduate students receive to a service member or veteran who is a resident of this State for any academic term attended for 4 academic years, which he or she shall use within 15 years after leaving military service. Provides that a former service member who received a dishonorable discharge or a bad conduct discharge is not eligible for priority registration. Provides that the priority registration shall apply to registration for all degree and certificate programs offered by the university after the military or veteran status of the student has been verified by the university.

Adds reference to:
110 ILCS 805/3-29.10 new

Replaces everything after the enacting clause. Amends various Acts relating to the governance of public universities in Illinois and the Public Community College Act. Requires that the governing board of each public university and community college give the earliest possible enrollment opportunity that the institution offers to a service member or veteran who is a resident of this State. Provides that a former service member who received a dishonorable discharge or a bad conduct discharge is not eligible for this priority enrollment. Provides that this priority enrollment shall apply to enrollment for all degree and certificate programs offered by the institution after the military or veteran status of the student has been verified by the institution.

Senate Floor Amendment No. 2
Replaces everything after the enacting clause. Reinserts the contents of the bill as amended by Senate Amendment No. 1, with the following changes. In the definition of "service member", provides that the service member must be eligible to receive military educational benefits. Removes language that provides that a former service member who received a dishonorable discharge or a bad conduct discharge is not eligible for priority enrollment. Provides that the priority enrollment shall apply to enrollment after the student's eligibility to receive benefits (instead of after the military or veteran status of the student) has been verified by the institution.
