Amends the Chicago Police, Chicago Firefighter, Chicago Municipal, Chicago Laborers, and Chicago Park District Articles of the Illinois Pension Code. Makes changes concerning participation, eligibility, benefits, and the administration of benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

 Pension Note (HA-1) (Pension Laws Commission)
 Fiscal impact to Chicago Firefighter's Pension Fund is $146.6 million in accrued liability, total annual cost of $16.0 million and a decrease in city funding by $23.1 million over the next 10 years, with a reduction of $4.2 million in 2004. Fiscal impact to Chicago Police Pension Fund would be very minor. The bill does decrease city funding by $23.1 million over the next 10 years, with a reduction of $4.2 million in 2004. Fiscal impact to Chicago Municipal Employees Pension Fund is $247.1 million in accrued liability. This addition would reduce the funded ratio by approximately 2.67%. The fund currently has a funded ratio of 84.5%. The other provisions would have a minor impact. Fiscal impact to Chicago Laborers' Pension Fund is $30.5 million in accrued liability. This addition would reduce the funded ratio by approximately 2.15%. The fund currently has a funded ration of 111.3%. The other provisions would have a minor impact. Fiscal impact to Chicago Park District Employees' Pension Fund is $32.1 million in accrued liability resulting in a decrease in the funded ratio from 94.0% to 89.8%. The corresponding increase in total annual cost is $4.7 million or 4.56% of payroll. It should be noted, that even though annual costs would increase by $4.7 million, actual employer contributions to the fund would actually decrease by $5 million annually for the next 2 years.
