Synopsis As Introduced
Proposes to amend the Finance Article of the Illinois Constitution. Requires that, during each fiscal year, State revenues in excess of the Bureau of the Budget's revenue estimates must be deposited into a special fund in the State treasury. Requires the approval of at least three-fifths of the General Assembly to appropriate from that special fund. Effective upon being declared adopted.
