Synopsis As Introduced
Creates the Biomonitoring Safety Net Act. Requires the Department of Public Health, in collaboration with the Illinois Environmental Protection Agency, to establish an Environmental Contaminant Biomonitoring Program to monitor the presence and concentration of designated chemicals in the bodies of the people of this State. Requires the Department and Agency to establish a Scientific Guidance Panel to make recommendations regarding the design and implementation of the Program, including specific recommendations for chemicals that are priorities for biomonitoring, with members appointed by the Governor, the President of the Senate, and the Speaker of the House. Designates the criteria for determining priority chemicals for inclusion in the Program. Requires that biomonitoring findings be disseminated to the general public and the Department, in collaboration with the Agency, submit a report every 2 years to the General Assembly containing the findings of the Program.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the contents of the introduced bill with the following changes. Provides that the purpose of the Act is for the University of Illinois at Chicago, the Great Lakes Center for Occupational and Environmental Safety and Health, to conduct an environmental contaminant biomonitoring feasibility study (instead of program) that proposes the best ways to monitor the presence and concentration of designated chemicals in the bodies of the people of this State. Deletes a provision concerning the environmental biomonitoring safety net. Provides that the Scientific Guidance Panel shall be composed of 11 (instead of 9) members and shall be appointed by the Directors of Public Health and the Environmental Protection Agency. Deletes a provision concerning the appointment of members to the Panel by the Governor, the President of the Senate, and the Speaker of the House. Provides that the members of the Panel shall be appointed for a 2-year term (instead of 3-year term). Provides that the Panel shall provide guidance to the University of Illinois at Chicago, the Great Lakes Center for Occupational and Environmental Safety and Health (instead of scientific peer review). Deletes a provision providing that the Panel shall retain final decision making authority. Deletes a provision regarding the dissemination of biomonitoring findings. Deletes a provision regarding a report that the Department must submit to the General Assembly containing the findings of the Program. Provides that 2 years after the effective date of this Act, the University of Illinois at Chicago, the Great Lakes Center for Occupational and Environmental Safety and Health, shall submit a report to the Governor and the General Assembly containing findings of the feasibility study and shall include in the report recommended activities and estimated costs of establishing an Illinois Environmental Contaminant Biomonitoring Program. Makes other changes.

 Fiscal Note, House Committee Amendment No. 1 (Illinois Environmental Protection Agency)
 HB 680 (H-AM 1) will not have any fiscal impact on the Illinois EPA. Any costs incurred by the Agency would be covered with existing resources.

House Floor Amendment No. 2
Replaces everything after the enacting clause. Creates the Biomonitoring Feasibility Study Act. Provides that the purpose of the Act is for the University of Illinois at Chicago (UIC), Great Lakes Center for Occupational and Environmental Safety and Health to conduct an Environmental Contaminant Biomonitoring Feasibility Study that proposes the best way to establish an Illinois Environmental Contaminant Biomonitoring Program. Provides that the Department of Public Health and the Environmental Protection Agency shall establish a Scientific Guidance Panel that shall make recommendations regarding the design and implementation of the Program. Sets out the qualifications for membership and responsibilities of the Panel. Provides that two years after the effective date of this Act, UIC shall release a draft report for public review and comment and for review by the Panel. Provides that the draft report shall contain the findings of the Study and shall include in the report recommended activities and estimated costs of establishing the Program. Provides that the final report shall be submitted to the Governor and General Assembly.
