Deletes all. Amends various Acts to eliminate the Juvenile Division of the Department of Corrections and transfer its functions to a new Department of Juvenile Justice administered by a Director appointed by the Governor. Provides that the Department shall be responsible for all juveniles ages 13 through 16 committed to the State for criminal offenses. Provides that the Department must establish and adopt statewide standards for admission for detention and incarceration and for appropriate conditions of confinement. Changes references from the Assistant Director of the Juvenile Division of the Department of Corrections and the Juvenile Division of the Department of Corrections to the Director of Juvenile Justice and to the Department of Juvenile Justice. Effective immediately.
