Synopsis As Introduced
Amends the Department of Veterans Affairs Act. Requires that a member of the Illinois National Guard, appointed by the Adjutant General, be added to the membership of the veterans advisory council.

Replaces everything after the enacting clause. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department to establish and administer a program of grants to hospitals for facilities, equipment, and technology. Amends the State Finance Act to establish the necessary special fund in the State treasury. Amends the Illinois Finance Authority Act. Requires the Authority to establish and administer a program to provide financial assistance for capital improvements in various areas of the State meeting certain poverty levels, within a named township, or within specified postal zip codes. Effective immediately.

Senate Floor Amendment No. 3
Provides that the bill takes effect upon becoming law, but only if and not until all of the following House Bills of the 95th General Assembly become law: 1496, 2651, 4723, 5618, and 6339.

Senate Floor Amendment No. 4
Defines low and moderate income persons or families. Removes references to the Hospital Capital Improvement Program Fund and the Hospital Capital Investment Program Fund.
